Hello,
Couple ideas:
make sure no Ansys Programs are running.
rename the %APPDATA%\Ansys\v241  directory to v241.old    
(change v241 to version you are using)
Now try to run.

Also, check the Graphics card driver. verify that it is up to date.

Check that forewal and anti virus are not bloacking anything. (Try running with them disabled, as a test)
