You can adapt (refine) the whole mesh. Note, that won't quite retain the cell size ratios as hex, tet, poly and prism cells split slightly differently. You may also find the new cell count is significantly larger that it was before and that may present you with resource issues: you may need more parallel licences and hardware.Â
