You'd need to move the mesh (mesh motion) as moving reference frame is to mimic motion; good idea but not quite what you're after. So, we'd model the propellors with reference frame but not angle of attack.  Another option is to leave the mesh alone and change the inlet flow vector, have a look at the NACA example(s) in Fluent's Help system.Â
