Where are you getting your licenses from?
Please check if the license manager is up and running on the machine where you are checking out the licenses and showing the licenses available for checkout.

>>How to check license status and availability – Ansys Optics (from the command prompt) 

Also, send the screenshot of your license configuration from the client machines for comparison between those that work and those that are not working.
