Maxwell is an electromagnetic simulation tool for analyzing low frequency phenomena and electrically small devices. The model is electrically small device If the largest dimension of the structure-to-simulate is less than one tenth of the wavelength, where wavelength is calculated by dividing the speed of light by the operating frequency of the simulated device.
In that case the frequency of operation is considered low-frequency and Maxwell may be the appropriate tool for simulation. If the device size is more than one tenth of the wavelength, HFSS is the appropriate simulation tool.
