If you are using Static Damping to remove the dynamic oscillations in a solution and thus simulate a state of static equilibrium in a quasi-state simulation, you don't need to include strain rate parameters in material properties in Engineering Data. 

The program still calculates the strain rate of materials in the model. However, the strain rate will approach 0 finally due to the application of Static Damping.
