Yes, you can use remote displacement for this. Let’s suppose, you want to apply a rotational velocity of 27 rad/sec, which means the body can rotate 27 rad in one second. If your end time is 0.5 sec, then you can apply 13.5 rad for an end time of 0.5 sec. The rotational velocity will not change; it will remain the same. You can convert radians to degrees as you have specified in the above-mentioned reply. 

for feed 40 mm/sec, it means the tool will travel 40 mm in one second. If your end time of the calculation is 0.5 sec, then you can specify your feed at 20mm for an end time of 0.5 sec.
You can verify it with a formula.

velocity = displacement/ time= 20mm/0.5sec= 40mm/sec
