Can I change unit system to smaller during active design?

It is not possible.  You can not switch from larger unit system to smaller unit system and vice versa during active design. That is, if you start with Millimeters as starting units, then you can not switch to Micrometers during active design.

So is there any workaround for this?

For this, if you want your unit system to smaller units like Micrometers/Nanometers, then you will have to set it accordingly under File/SpaceClaimOptions/Units before you start your design. Apparently, during active design, you can switch between Meters/Centimeters/Millimeters if you started with any of them as starting units. And similarly, you can switch between Micrometers/Nanometers if you with any of them as starting units.
