Since three days, I am trying to create a new topic on learning Forum, but I keep getting your topic cannot be created at this time

How can I resolve this problem ?

You've managed to create this.... From what I can see in the image I wonder if the post is too long. If you need to explain in detail (and we like pictures) you may want to create a thread with an explanation and then post into that thread with the images.

Odd. Note, the multipost rules are so you don't bump threads after 20 minutes to try and attract attention, posting a question in 2-3 parts (or more) is fine.
