unexpected error : root element is missing, because not enough storage

  $trying opening the app from C:\Program Files\ANSYS Inc\ANSYS Student\v242_old\Framework\bin\Win64, the RunWB2 app$
  when i do command prompt
  sc stop “ANSYS, Inc. License Manager CVD”
  sc delete “ANSYS, Inc. License Manager CVD”
  sc stop "ANSYSLicensingTomcat"
  sc delete "ANSYSLicensingTomcat"
  sc stop “ANSYS, Inc. License Manager”
  sc delete “ANSYS, Inc. License Manager”
  there wasn't the file itself, there no uninstall.exe app either.
  when i install the student version i have 60 GB storage but when the installed progress, the storage is not enough and become 0. after that the installation is end.
  
  what can i do?

  and now i deleting the ansys.inc form program files. because can't do nothing.
