The Static Structural license includes the ability to solve on 4 cores.  You need an HPC license to add cores.  What kind of HPC license do you have?  There was a license called an HPC-Pack and that added 8 cores, so with one Pack, you could solve on 12 cores, with two Packs, you could solve on 20 cores.

You should never use all the cores, the documentation tells you this. When I had a 16 core computer a while ago, the time would go down by a smaller increment after each core was added but then the solution time flattened out and when the last core was added, the solution time increased!  If you have the HPC Packs to go up to 20 cores, you might find the solution time flattens out in the 6-12 core range on problems with a lot of contact or remote points that touch a lot of nodes.
