i want to use cartesian dimensions , polar dimensions, lock base point in skectch mode.

You can activate this options from here by selecting a point on a sketch you are editing or when you are skecting something its already activated:

i want to use them in "Discovery". I think the content in the Discovery user's guide seems to have simply pasted the SpaceClaim information. This is because the option in question could not be used in Discovery.

These options aren't available in Discovery it seems. Let me check for the documentation information and will follow up with the development team.
