Hello,
After adding both Rocky an Mechanical .scp files
You need to add a Coupling Interface
And adding both Rocky SysC Wall and Mechanical SysC Region for the Side option
You should see this "Add FSI Data Transfer" option by right-clicking in the Coupling Interface
If you double-checked every step, I suggest you opening a ticket for Rocky Support.
