SubscriberI installed the R2 manager first. Then I uninstall R2 following the procedure listed here.
I reinstalled the latest release "Ansys License Manager Release 2019 R3". After instillation I get this error "The License manager is stopped" with red box and hand in it. The license is running on "Windows Server 2016 Datacenter" 64-bit.
The License manager is stopped

2019/09/11 187:15Â *** MOVING BACKUP ansysli_server.log<#> FILES FROM THE Licensing DIRECTORY TO THE logs_backup SUBDIRECTORY, IF REQUIRED...
NOTE: As of Release 18.0, the default directories for ANSYS Licensing Interconnect (ALI) log files are as follows:
                         - Active ALI log: Licensing
                         - Backup ALI logs: Licensinglogs_backup (previously: Licensing)
To avoid confusion, any existing backup ALI log files found in the Licensing directory will now be moved to their
new location. This processing will occur even if the license server is configured to write the ALI log file to a
different location. However, only files found in the Licensing directory will be processed.
2019/09/11 187:15Â ...No files were found that needed to be moved.
2019/09/11 187:15Â *** RENAMING THE BACKUP FLEXNET license.log.old FILE AND MOVING IT FROM THE Licensing DIRECTORY TO THE logs_backup SUBDIRECTORY, IF REQUIRED...
NOTE: As of Release 18.0, the default directories for FlexNet log files are as follows:
                         - Active FlexNet log: Licensing
                         - Backup FlexNet logs: Licensinglogs_backup (previously: Licensing)
(Multiple backup copies will now be kept, and the file name for each copy will include a timestamp.)
To avoid confusion, if a license.log.old file is found in the Licensing directory, this step will move it to its new location.
This processing will occur even if either of the following is true. In both cases, only the Licensing directory's contents will be processed:
                         - The license server is configured to write the FlexNet log file to a different location.
                         - The license server is configured to not start FlexNet.

Ansys EmployeeYour installation looks good. The issue is something else.
In the ANSYS License Management Center, there is a 'Log Files' section. Look at the View Licensing Interconnect Log and View FlexNet Debug Log, there might be some clue in there.
Thanks,
Win
