Sorry I'm new to Ansys and I'm not familiar with some of its operations yet, so I don't know how to plot an equivalent force diagram for the localized region you're talking about. But I drew the stress-time-diagram and strain-time-diagram of the same node, and we can see that it has not reached yield, but its plastic strain is not zero.
