I need one surface to be 1e-6m, and the rest to be 1e-4m. The geometry is a approximatly a .5mx.05m rectangle. It has been meshing for 24h and won't get past 5%. Is there something wrong or if I leave it long enough will it finish

If you do a quick hand calc how many cells are you going to get at that resolution? If you're in Ansys Meshing there is a cap on surface facets to prevent the algorithms running away but I'm not sure what that value is now: it used to be around 100k cells.
