I divided the area into four parts and then attempted to extend meshes in a circumferential direction in all four areas. I succeeded with the left side, but failed with the right side (rectangular area). How can I successfully create a circumferentially extending mesh in the right side area as well?

Try selecting all the edges sweeping around the cylinder, which are perpendicular to the cylinder.
