Licensing issue

  Are you using the Free Student Software, or are checking out a license from a license server?
  Check that your Firewall is not blocking ANSYS from running.
  As a test, try shutting down your firewall,

  If the firewall test does not help, I would recommend uninstalling the Student version.
  After uninstall is finished, rename the following directory:
  C:\Program Files\ANSYS Inc
  to:
  C:\Program Files\ANSYS Inc.old
  
  Then reinstall the Student version by right-clicking on the setup.exe and choosing
  more->run as administrator
