Gradient limiter “Apply Limiter Filter”

How does the "Apply Limiter Filter" work in the Standard spatial discretization limiter? By my understanding, the limiter is set to all cells by default, but according to the manual (image below), applying the limiter filter won't apply if the local changes are below some threshold value. I assume this happens in the farfield, away from shocks/boundary layers etc.

      1) How does the algorithm determine what that threshold value is?

      2) By suppressing the limter, are the values extrapolated from the cell-centers of two adjacent cells just averaged out at the face?

      3) I did not understand this statement in the manual, I would appreciate some clarification please: "The limiter filter can also help in improving the apparent convergence of the solution residual."

Hi: I think theory manuals only cover so much, if you need in-depth information, please refer to the cited literature in the theory manual gradient limiter sections.
