Cooling tower wind distribution modeling

I am modeling a cooling tower, specifically the airflow entering the cooling tower when the wind is blowing sideways. My problem is that I can't find the proper boundary conditions to get the airflow to enter from the bottom and exit through the upper cross section of the cooling tower, in general I get a reverse current inside the cooling tower. I need advice on how to select these boundary conditions. I have 2 domains (cooling tower and enclosure). I have the bottom windows set as interior, I tried the upper section as outlet, but the air flows from the enclosure domain into the upper section. at this point I set the upper section as interior, but the airflow does not go up the section

Why would wind enter the bottom of a cooling tower and exit at the top? Think about what the tower actually does, and then what you need in the model.
