Error: Fluent reports calculation complete at every time-step.

  Why does Fluent report "CALCULATION COMPLETE", after every time-step, While it still should run more iterations/time-step according to the settings?

  go to solving - residuals - convergence criteria - none.
  
  this will allow solver to run specified iterations per time step.
