I also can't access the help file using the link. It takes me to the customer portal login.
Students can't get an account on the portal. Fortunately, ANSYS 19.1 Help logs them in somehow.
Here is the URL after starting Help for Workbench 19.1

It looks like clicking on your link should work, but it doesn't.
What does work is to RMB on the link and select Copy Link Address, then go to the browser window that activating Help from the ANSYS Workbench 19.1 opened, and paste in the address, then you get to the required page.
This seems to be a common problem, so I posted a separate discussion with the clear instructions.

Subscriber Hi, I have some problem in ANSYS Online Help.
I follow the step (1. From ANSYS Workbench, use the menu Help > ANSYS Workbench Help. A browser window will open.
              2. In the post that has a link to the ANSYS Online Help, Right Mouse Button on the link and select Copy Link Address,
              3. Go to the browser window that opened in step 1 and Paste in the address bar and you get to the required page.)
But the browser window opening is just like below.
And it still remain the same like below after I paste the address in the address bar .
Is there any problem needed to be corrected?Â

The only one thing I would I ask you to change is to keep the original window open and paste the link in a new tab instead of pasting it in the same tab.
