      what is the minimum grid element size that can be used in ANSYS Fluent?

      It will depend on your application and geometry complexity. 

      We can always scale up or down mesh in Ansys Fluent. 

      If you are using student license then you have limit of 500K cells. Please check the documentation.

      What are you trying to model? Cell size is one consideration, but domain size and solver physics may be another.
