Looks like you may have installed the ANSYS License Manger by mistake. Please review this previous thread:
/forum/forums/topic/ansys-17-2-student-work-bench-could-not-connet-tp-license-server/
Take a look at Peter Newman's guidance in that thread.
Let us know if that address your problem.

I just did what the video suggested and now the Workbench works.
