Can’t install prerequisites

  First, I am shown the above image when trying to install the software. I then try and manually install the file and then the following error message is shown:
  The software then throws up a number of error messages If I install without this prerequisite, so I beleive this is the source of the error. Does anyone have any suggestions please?

  From searches on the "Element not Founnd" error...
  There seems to be something in the Operating system preventing the install of C++
  Either something corrupt or missing.
