If I understand correctly, when one of the components in the assembly is an external, file and when you save it as step, you are expecting the external file to be saved as a different file, where as it is just saving the entire assembly as a step file? I think this is an intended behavior, but I will still confirm this once. I think the way you are saying works with scdoc export. When the file is exported to a step file, the external components are automatically internalized.
