I was able to reproduce the issue in both SpaceClaim and Discovery 2021 R2 version.
I was able to open the STL file in the new release of Discovery which will be coming early next year.
Still I will check with the development team and update you once I get any information on this issue.

The 2021 R2 version has a limitation for importing binary STL file: the facets count in binary STL file must be less than 16777216, while the 2022 R1 version has removed this limitation.
The binary STL file you sent me has 22392588 facets more than 16777216, so 2021 R2 version fail to import.
