Topology Optimisation solution conditions

  For topology optimisation using maximising stiffness, even if I set a very high volume fraction, why is it that for certain simulations the solution is achieved even when it hasn't reached anywhere near the volume fraction?

    Subashni Attached are pictures of my model, protected depth, material properties, and top opt results for maximising stiffness for volume fractions 50% and 90%. The model is fixed at the bottom of the cylindrical part.
