gave you good advice. You say you used the repair tools in SpaceClaim, but I just clicked the Split Edges button and found a problem.
In Mechanical, there is a split edge as shown by the Close Vertices button.
Going back to SpaceClaim, I find a sliver face that should be deleted.
After you delete that face, the body is sweepable and will hex mesh.
