This statement sounds reasonable in a way. As per my understanding, at very high angle of attack, when drag is very high and lift is heading towards 0, rotational speed of the turbine will be less. As the TSR is the ratio of rotational speed of the turbine at the tip to the speed of the wind, it will be small too.
I am not an expert though. Let someone who is an expert, pitch in!
