No hard behavior in edge sizing

I want to have one element in z direction, and multiple elements in x and y directions for the attached geometry. There is no hard/soft behavior in the meshing module (workbench 2023r1). Therefore, when i try to refine x and y directions, elements are being added to the z direction as well. I would really appreciate it if someone helps me with this.

If you switch off Capture Curvature for the edge sizing of edges, you can choose Hard Sizing as behavior.
