Ansys workbench Inflation along 2 different surfaces

Greetings,

I am not able to mesh perpendicular to the top surface. When I select both the surfaces together the mesher doesnt do any inflation. I have tried the Program Controlled option in "Mesh" tab with required settings, still no inflation. 

For context: below geometry is for turbine flow passage and the suface marked "X" is of blade and "✓" marked surface is shorud.

Appreciate every help on this. Thanks.

PS: I know, turbogrid is there, but wanted to try with workbench mesh.
