This issue is commonly seen in European countries, where, on Windows OS the default symbol for the decimal is the comma (&#8220;,&#8221;) instead of a dot (\u00e2\u20ac\u0153.\u00e2\u20ac\u009d).   If the coordinate file uses dots (&#8220;.&#8221;) as decimal symbol it is interpreted incorrectly, which leads to an error or a wrong geometry (even if Windows OS itself is in English).   There are two fixes to this issue: 1) Change the decimal symbol in the coordinate file from &#8220;.&#8221; to &#8220;,&#8221;.  2) Change the regional settings of Windows OS (Control Panel > Clock, Language, and Region > Change the date, time, or number format). Click on \u00e2\u20ac\u0153Additional Settings\u00e2\u20ac\u009d.
