For moving mesh it should be the former, and check each time step converges. <br \/>\nThe viscosity ratio can be linked to poor mesh, but is more often down to boundary conflicts or domain scale. The former is where you set a very high (or low) value for k, e, intensity etc which the solver finds to not tie up with the flow field.
