Yield Strength is a material property, having a model ( a cylinder) where each layer ( having different radius) have different yield strength do not look to be practically feasible. What can be done is if one have certain thickness (say one-third) having 50ksi as the Yield Strength then next one-third thickness has strength of 25ksi and again the remaining material has strength of 50ksi then this can be modeled by creating a multi-body part and assigning different properties to each body. Another approach may be use of User-Defined Field variables. One will need to provide the nodal variation of Yield Strength (Multilinear Isotropic Plastic model) along with temperature.
