Hi, 

I'm summarizing my understanding of your statement and the response. Please correct me if i have misunderstood your requirement.

a) You have a case where the inlet is a premixed system of two fuels and you want to specify the mass fraction or mole fraction. If you use the Finite Rate/Species transport model - if the fuel species are included in the mechanism file, then you can specify their respective molar fraction in boundary conditions. Incase, you are using the PDF based models, then you will specify the fuel stream as the premixed system of two fuels and specify their respective mass fraction in the boundary tab. 

Since only the fuel stream is premixed and the oxidizer is coming seperately, you can use the non premixed model or partially premixed model for PDF based approach. I hope this answers your query.
