Please note that CHARGE is used to simulate carriers in semiconductors, and metals and insulators are ideal. It is not used to design the electrode.

If you want to simulate the electrode in FDTD, you can quantify transmission and diffraction.

For your 2nd question, when voltage changes from electrode, it will affect the effective index of the semiconductor. therefore you will need first to do a CHARGE simulation. and then import the carrier density into FDTD. Eye diagram can be simulated by INTERCONNECT.

Thus you will need at least CHARGE, FDTD and INTERCONNECT, and perhaps MODE.
