Hello

Can you try setting the environment variables on both the systems.  

ANSYSCL_BIND_TO_LOOPBACK=1 
ANSYSEM_FEATURE_F407068_LICENSE_CONTEXT_INTEGRATION_DISABLE=1

then stop and start ansoftrsmservice. and then try runing again
