It usually means that the inflation layers didn't fit somewhere so some cell layers have been omitted. So whilst the bulk of your inflation zone has 8 cell layers some regions will have 7 layers or fewer.  Depending on where the cells are it probably won't cause any problems, and the ortho quality is good.
