HEAT can simulate the thermal properties of a device, including LED, as long as you have proper thermal data for the materials, and proper simulation settings, provided that you computer can handle it.

However, I ma not sure what do you mean for a given  I-V characteristics. You can simulate I-V characteristics from CHARGE, for semiconductor materials. If the LED is composed of semicondutor materials, and you have the applied voltage, you can simulate the carrier distributions. such carriers can cause optical aborption. and with the given voltage and absoprtion you can simulate the heat.

So you may need to narrow down the problem to find what causes the temerature change of the device. Once it is clear you may be able to simulate.
