Since the force is 7-8 times higher than experiment, convergence doesn't seem to be the main issue.  You've fallen into some sort of inescapable loop in which the force convergence values  are the same every third iteration.  The only way to possibly escape such a loop is to allow a smaller time step than what you have specified.  You are using displacement loading which is good for such an analysis.  Last resort is to turn on stabilization.
