Check your firewall settings.
As a test, try disabling it and start WB

If that does not help, I would recommend to uninstall. 

Rename %APPDATA%\Ansys\v232 to v232.old
Rename c:\Ansys Inc to Ansys_old
Reinstall by right-clicking on setup.exe from download and choosing ->more->run as administrator
