Depending on what your simulation domain looks like, I would suggest using a Moving Reference Frame (MRF) in Fluent to model the propeller motion.

You have an example here on what are the meshing requirements for MRF Mixing Tank Tutorial Using Ansys Fluent Meshing Watertight Geometry Workflow - YouTube. Although this is for a mixing tank, the concepts are the same for MRFs.Â
